$1,000,000 Contest and Canadians - Skill-testing math question

From the contest rules:

If entrant is a resident of Canada: correctly answer without assistance of any kind, whether mechanical or otherwise, a time-limited mathematical skill-testing question to be administered at a mutually convenient time in person or by telephone.

I'm really curious as to why this is. And how difficult of a math question are we talking here?

Edit:
To clarify, this is a requirement for Canadians who are chosen as prize winners. We have to answer a math question before actually being eligible for the prize.

    It's a legal requirement in Canada for all contests, in order to distinguish them from for-profit gaming/betting (which is illegal with a few exceptions). The math question would usually be something along the lines of:
    (5 X 10) + (10 / 2) - 3

    Subtraction

    Or it's:
