Getting full helm sets

I've been farming Elden Hollow for a while trying to get the shoulder piece for it's monster helm set. However, a guild mate just told me that you can only get the shoulder pieces from the Undaunted Chests after completed the pledges. Is that true?

That makes no sense. Where's the logic behind that?

1. You can't farm shoulders and only have a limited number of tries per day (2 for each vet char you have). This keeps you busy for a longer time.
2. You can get shoulders (e.g. Molag Kena) even when you can't complete the dungeon, so less people will ask for dungeon nerfs.
3. You can get shoulders by doing normal dungeons (silver pledges) which might encourage you to try the vet dungeon to get the full set.

logic states

1. helms drop from the bosses of their respective dungeons. (Bogdan helm from elden hollow)

2. shoulders come from silver and gold keys. you can get any shoulder from any key. you might get elden hollow shoulders when opening the gold key you got from doing the spindle clutch pledge.

3. zemimax if you read this. there is a line where drops rates for the helms and shoulders become too low. You have run past that line and it's really taken a lot of the enjoyment out of the game for me since imperial city.
