Please explain the Wrothgar aqueduct?

Just curious why they built a very well put together aqueduct that appears to go from Orsinium's river to the river that flows down from Watcher's hold?

It makes no sense to have a loop with input at both ends... it doesn't continue into Stormhaven... nor does it seem likely that it would progress down to the sea and there is no sign of further pillars...

I appreciate I should get out more but it is bugging me...

    What I like about the Aqueduct: The one at Watcher's Hold is the most amazing suicide leap EVER!!! Unless you manage to land in the lake then it's just plain awesome lol

    What I dislike about the Aqueduct: The friggin vague clue about that Skyshard :/

    It's likely a failed attempt by the powers that be to assert dominance over the lower classes and to spend uselessly to try and stimulate an economy that is ravaged by endless war and power struggles...

    Or it could just be really freakin aesthetic.
    Looking for broken things in hopes they may be fixed. I've given up, my game literally works differently from yours.

    Personally I had always thought both aqueducts were built sometime to meet up and carry water elsewhere, perhaps for some king that wanted clear mountain spring water rather then brackish river water in old orsinium or something, but the contruction never got that far...

    Being two meeting aqueducts is possible but given the cliffs near the coast it leaves pretty limited destinations that don't already have running water...

    In reality it's probably just nice game furniture without any proper back story but it would be really nice if it did.
