Skill line XP bonus as Racial Passive

After creating a few characters and experiencing that Redguards almost never run out of Stamina (I imagine Bosmer then...) I checked the Racial Passives of all races to see that all of them, except Argonian and Dunmer, have some sort of regeneration in one attribute, which is almost always governing attribute in most of builds.
I never played an Argonian, so I can't tell, but Dunmer wouldn't really need regeneration because thanks of all Fire Damage bonuses they're sort of killing machines, but Bretons, one of the possible races for Magicka + Destro Staff profile, don't have any, leaving as viable alternative, as far as I can tell, only Altmer.
Plus, Sorcerer abilities are expensive, at least for me with only 85 CPs in Thief Constellation (Magician) and, because we can't change races, one bad choice made almost six months ago when I started playing this character, my main, ended in Bretons being very had to sustain in long fights.
And the ridiculous low drop rates of Engine Guardian set, reduces even more the possibility to workaround this problem.
Right... Bretons have Spell Resistance but at VR16 mien shows me a bit less than 4k. My total Spell Resistance is over 30k, so it's very possible to live without this amount, even wearing Light Armor.
Isn't about time to stop nerfing who doesn't need and boosting who's already too powerful and balance all races at fair ratios?
