That would be correct from my experience on the Xbox. Try going to your home campaign and find the battle and ask to group or join a guild that is running around. Also look at the forums in the PVP section or the guild recruiting section.
There are no ways to search guilds in game, but if you head to categories in these forums you will see there is a guild sub-forum for each platform/server where you can browse through recruitment threads for different guilds.

On Xbox there is no way to find a guild. Wish we could have a Guild Hub where we can find a list of all guild with the description and number of players in them.
Also an option to "request join a guild" on the option wheel.
With the disclaimer that I have no interest in hardcore type guilds, IMO in this game guilds are a trial and error affair. Join one that you hear of in zone or on the forums that sounds good; see if you like it; if so, great-- if not, move on.
The most difficult thing I've found is finding a guild that lasts: where most of the people who join it actually stay to play the game and/or the GM is very good at recruiting/replacing lost members.
I knew about the forum sub-section, I've tried joining guilds through there with no luck. Was just wishing there was a simpler way to search and apply in game I'll try the forum again though, thanks!
1) Check the guild recruitment forum here. Not only there are guilds recruiting but you can also post that you are looking for a guild and someone might contact you.
2) When you play and see people LFM - join. If you liked running with them - ask if they are recruiting. Unless they say they are which happens often too.
3) Use the /zone chat in the most populated locations - Orsinium, Craglorn(not so much now), Stormhaven (or whichever one has the Undaunted camp and pledges for your faction). If you are looking for a PvP guild - add Cyrodiil to the that list. You don't even need to post there - very often you will see guilds advertising themselves.
4) Try googling of looking for a guild on sites like guildlaunch and alike - where guilds create their free (or not) websites.
