Just some brief answers: You can only learn it only on ONE character that you use the item for.
You do not need to have IC in order to get it and/or the materials to create it. You have a chance of getting Charcoal of Remorse racial stone (Xivkyn) when you deconstruct any Xivkyn style equipment (which drops in any appropriate dungeon). You can also purchase Charcoal of Remorse from Tel Var merchants in your Alliance’s base in the Imperial Sewers (if you have IC DLC). Charcoal of Remorse can be traded and sold to other players (another way to get it).
There are no transmogs in the game.
EDIT: You must be at least Rank 9 in the Metalworking, Tailoring, or Woodworking passives to permanently learn the style.

But i need to level this character to high crafting which takes a very long time and will be boring. Also it can' t be my main since I won't use my skill points for crafting. My main who i get everything and deconstruct it with is still at around level 27 crafting and he is V5.

If you already have one character worked - a little over 1/2 way up, why start a second character (especially if you don't like deconning & leveling crafting)?
Yes, you will not be able to craft top gear (for a while, anyway), but that's what friends and guildies are for.
