A little lost

Doing all the quests in the Aldmeri Dominion for my Cadwell's Silver, but I'm a little lost.
I've explored all of Reapers March and finished every quest I can find, but the city of Dune and one location way to the south are still incomplete.
I was following the main quest for the region which brought me to the place in the south, but a Khajiit with the quest marker there said something about not being able to go there yet and vanished, and I can't find any quest markers at Dune.
The last main quest finished for the area was at the town in the middle of the region with the funny name I can't remember.
Any help/advice?
