Hi,
Here is some idea to improve grouping experience in ESO.
Creating
When you create a group, you should have more options like :
Joining
When you see a player, it could be nice to have the option to request an invite to the group. Now you can only invite them, but you can't ask "hey... I want to join you!"
Searching
We should have more options when searching for a group :

When you create a group, you should have more options like :
- Description : Possibility to add a short description of your group.
- Private/Public : Possibility to allow people to request an invite to the guild if it's a public group.
Joining
When you see a player, it could be nice to have the option to request an invite to the group. Now you can only invite them, but you can't ask "hey... I want to join you!"
Searching
We should have more options when searching for a group :
- Closest Group : All public groups in your area - Show the number of people in it with the short description.
- Guild Group : The group for your guild. Everyone in the guild can join this group without invite.
- Alliance Group : Could be multiple
- Imperial City
- The sewers
- Cyrodill
- Alliance Group (everyone in your alliance can join this group) --- Maybe seperate into multiple groups of 100?

I don't have time to reply to all your points atm, but I see this one as being not so needed. Just last night I had someone ask in chat if they could group with me, shot me a group invite and then made me leader. Even then, you don't need to be the actual small-group leader to be "the leader".
With random zerg groups in IC for instance, I've led even when I was the last one to join the group and knew nothing about IC, just because I happened to have one of those immortal magicka Sorcs.I have departed into the great unknown that is outside the game and the forums, and wish you well in your Tamriel adventures!
