Is it just me, or do the enemies in Grey Mire respawn way too quickly?

I killed all the enemies until I got to the first wamasu. This took about...3 minutes give or take. About a minute into the fight with the first wamasu, all the enemies I'd previously killed respawned and ganged up on me. I died, was forced to restart the cave, and when I got to the first wamasu again the same thing happened.
Enemies were respawning less than a few minutes after I'd killed them. Is it supposed to be like this, or did ZOS make a mistake?
