Question goes to you, why did you leave in the first place?Hey.
I stopped playing ESO a couple of days after Imperial City released, I just felt... Done with it and didn't really have much motivation to play other than doing my Crafting Writs and getting my Hirelings. I have over 1000 hours of the game and I remember loving it over the past 2 years ish. I just don't really know if I'm missing anything major or should wait until the next couple of DLC's are released such as the Thieves Guild or Murkmire. I'm still paying ESO plus because I want to continue supporting the game but I just don't know if I should return?
No. You shouldn't because, I a guy from the Internetz says so and since it is teh Internetz I must be right by default.
.. or you could try to actually see if you personally still can get any enjoyment from a game you already payed for.

OP if you played the game for PVP.. stay away until they fix the god damn awful lag that is plaguing the game. It's worse than it has ever been.
