make an option for console players to switch to pc

So I want to switch my console account and characters to pc is this a option I like text chat and that there are add ons on pc console ps4 is starting to feel dead to me with lack of ways to communicate mainly no text chat or damage numbers is there a way to switch my account over @ZOS_GinaBruno
