If this is really a fact, it sounds utterly wrong for me mechanicwise, but ok....wouldn't be the first miracle in ESO's combat mechanisms.
You sure, that you just used staffs ? No accidental switch to a dualwield set up with two swords (which buffs spelldamage and therefore healing too) ?

I just checked the effect of my nirn axe compared to a defensive axe on the heal of Sap Essence (Double S&B NB tank).
In that case there is zero difference in Heal. Both for normal Heal as for a crit Heal.

I crafted two identical epic Restorationstaffs, one with Nirn and the other with Critical. The Tooltip from BoL doesnt changed, if i used the Nirn Restorationstaff instead of the Critical Restorationstaff.
I dont use any Addons, so i can check this only over the Tooltip.
