You can't make people to only have small scale PvP. IC was supposed to be small scale and it is not. If PvE areas are opened up to PvP all you create is raids roaming around and gankers griefing quest hubs, just like cryo is now.
I think I remember ZOS talking about making the towns come into play more with PVP. I could be wrong, but I'm sure I heard that somewhere..
If that's true, it could be the open world, small-scale PVP we've been looking for

I mean its HUGE as is. it takes probably 5-10 minutes to cross form one corner to the next. and thats with a 60 speed mount and rapids

They should make a dedicated server for it. Anyone ever seen the server mordred from DAOC? Open world pvp everyone is an enemy except your guild mates and all factions can play with each other....I hope someday they do this.

How about turning immersion up a notch for some good old OPEN WORLD PVP, maybe starter zones could remain sanctuary but despite how infuriating stranglethorn vale was i knew there was another faction out there, there is a war being fought and i should not be strolling in the woods like nothing is happening. Gankers aside, fighting some lvl 40s vs lvl 40s is better than magically levelling to v15 and have no chance against opponents with v16 gear and full CP.
Caldwells? (sic) add an option to turn it off if i am not "experiencing x faction", after v16 the quests that feature is used for nothing more than completion
i think this could help the apparent emptyness of the silver / gold zones, its rare to see people, and cities and zone chat are usually dead.
