Plentiful Harvest ninja nerf?

Ok, I've been asking in chat about this, and haven't got a consensus answer yet.
I know for a fact that my plentiful harvest passive used to proc ALL THE TIME (as in, 100% of the time) on heavy sacks and heavy crates. Recently, I noticed that it no longer does so. This leaves me with three possibilities that I can think of, and I was wondering if anyone knew which it was:
a) This was intended, but was ninja nerfed in a recent patch to treat heavy sacks/crates like any other node using a 10% proc rate instead of 100%.
b) This was UNintended, and was fixed in a recent patch to be the 10% proc rate it should've been.
c) This was a glitch that somehow fixed itself.
Does anyone know?

Tors✭✭✭✭✭Ive never had plentiful harvest proc on a heavy sack or one of the crates.
If it was bugged, then it seems you benefited from it, which is nice.
Anyway, Ive done my civic dutry and reported you for exploiting
Quick edit, unless 8 items is not the normal amount from a heavy sack (thats what I get every time)
