How can i get the bear skin armor the guy on the left high corner has and came with the new dlc?

    The bear skin armor is actually one of the three costumes you get after you complete the final quest for the 'House of Orsimer's glories' in Orsinium.


    You have to complete the 'Hero of Wrothgar' achievement in order to start this specific quest for the costumes.
