If AoE caps aren't gonna be removed, something else should be done to help curb zerging.
Like, make one of the morphs of the two taunt skills WORK ON PLAYERS, and make them AoE also. For example, the magicka morph of inner fire should be AoE, not a player based AoE but something like how the templar reflective light is now. An idea for the sword / shield taunt is to make it a player based aoe without the debuffs, but make it have really short range, like 4-8 meters. The taunts that I would replace or change would be inner rage and ransack. Let's be honest, is having another 960 armor or having increased chance to activity synergy all that great?
An AoE player taunt would make zergs easier to deal with and it would make tank builds extremely useful, much more viable then they are now. Of course taunting players should give them immunity to being taunted again for a certain amount of time, like CC immunity does. Said taunts should also have a cast time too so they cannot be spammed. Also the morphs of the AoE taunts should have a minimum required targets and a maximum required targets in order to cast, so that giant zergs can't just taunt spam smaller groups.
Player aggro skills/taunts have been done successfully in other games....just an idea that might work in ESO.
