Returning to ESO after hiatus - Need advice

Hey folks, Tastes-New-Blood here.
I left ESO shortly before IC came out, and I've decided to come back and check things out. I'm a healing-focused templar in both PvP and PvP. I've completed HR and AA plenty of times, but never saw the value in SO because the gear was meh. Part of the reason that I quit was because the pledges and Vet Dungeons were no longer challenging nor rewarding. I got tired of praying to RNGesus. Trolling the forums for a little while has revealed that not much has changed . I guess I'm asking: what do I need to do to get my Templar healer up to snuff?
1. What is the most efficient method for leveling from V14 to V16? (feel free to message me about this one if you don't want your favorite grind spot to get nerfted.)
2. What gear/sets should I be running for PvE heals?
3. Did any Templar heals/RestoStaff/Support abilities get nerfed into the ground?
4. Do I need to adopt any abilities that were previously meh?
5. What new IC & Orsinium gear is indispensable for a trials-capable healer?
I'm looking for general advice here. Once I fall in with a capable group, I'm sure they can help me out with the specifics.

✭✭✭✭✭1. Wrothgar or IC: both have v16 mobs that's give you the xp needed to reach v16
2. Kagrenac: faster res time + every bonus a healer needs: SD, HP, Magicka and Magicka Regen
3. they decreased the amount of ticks several abilities had, including Templar skills. They did double the effects tho, so besides less procs nothing changed
4. not familiar with Templars yet, so no idea on that
5. Trinimac's Valor from Orsinium looks nice, but heard that it's not that great. Combat Physician from IC is great, but lacks a Magicka Regen bonus. I'd say do not focus on VR and instead focus on champion levels which come by doing anything.
Most effectively would be VR quests or Cyrodil delve grinding or Cyrodil/IC quests-PC (PTS)/Xbox One: NewBlacksmurf

Read patch notes: Check. Hoever, the patch notes don't always tell the whole story - ZOS is pretty fond of stealth changes.
I have 400-some odd CP, so I'm pretty close to the CP cap anyway. Considering you were v14 for a while, you should turn v15 by sneezing on the first skeever you come across. After that, IC or Orsinium should do the trick easily.
2. What gear/sets should I be running for PvE heals?
Others have answered already. I'm still running Healer/Eyes of Mara while I consider that. Some options are the same as Magicka DPS options. I'm trying to figure out if a combination of Trinimac/Combat Physician would work.
3. Did any Templar heals/RestoStaff/Support abilities get nerfed into the ground?
Not that I know of, other than the general heal/damage nerf in PvP.
4. Do I need to adopt any abilities that were previously meh?
It depends. If you get a Maeltrom resto staff, I think it applies to Regeneration. Not sure if that was a skill you used.
5. What new IC & Orsinium gear is indispensable for a trials-capable healer?
I don't think anything is indispensible (other than maybe getting the Willpower set), but you may want to look at Combat Physician or Spellpower Cure (from IC), or Trinimac (dropped) and Law of Julianos (crafted) from Orsinium. A couple of friends have also used the Redistributor set (crafted - IC) which is fun.
I don't think there's a final answer on it yet, though, so you can have some fun theorycrafting.The Moot Councillor
