To help alleviate the frustration of the current RNG^RNG system of MAYBE getting a drop and it MAYBE having traits that make any sense whatsoever to the set it is for, I would humbly propose the following solution:
Introduce a faction rep and token system.
Current veteran dungeons would each have their own faction affiliation related to the lore surrounding that dungeon. Running those dungeons on normal would net you some rep with them, veteran more. It would also net you tokens that could be spent at the faction's quartermaster outside the instance.
To access higher quality gear (Molag Kena sets, etc.) you would have to reach say Honored with the faction (run the dungeon enough times) at which point you could spend your saved tokens on whichever piece of the set you wanted in light, heavy, or medium, and with whichever traits you wanted.
This would give running pledges a genuine positive sense of progression as opposed to generating constant frustration, making people resent their PUG members when they didn't get the magickal lottery drop they were after for the time invested, and generally making people more hostile, exclusive, and elitist as is now increasingly the case.
I welcome all feedback, such as making the re-traiting of gear a separate mechanic that crafters could do for ANY gear.
