Light a fire for some poor schlubz who can't get it lit = 1 or 2 tokens of benevolence.
Give money to an obviously scamming beggar = 1 or 2 tokens of benevolence/gullibility
Give money to some of the not scamming beggars = 1 or 2 tokens of benevolence
Save a trader and his guard from bandits = 1 or 2 tokens of Heroism
Stop a Daedric summoning gone wrong = 1 or 2 Tokens of Heroism
and so on and so forth...all the way to the "Give a good death to the aging orc warriors" = 1 or 2 tokens of Pride
These tokens could be used to buy costumes or set pieces that are not available through the normal dungeon runs or other environments (except maybe chests). Mounts and small time single use buffs would also be a good choice for reward.
It'd motivate a lot of players to no longer ignore those things, while providing an active benefit to the players who already naturally did them.
