Orsinium - How to trigger Anger of a King quest?

Just completed To Save a Chief but can't find the quest giver for the next quest. Assistance is much appreciated.

For me all the main quest parts came from an npc who tried to talk to me after i completed previous quest. He should be in the capital City , Wrothgar.
