There have been no, afaik, specific details released as to what will replace the veteran levels and/or how they plan to remove them.

Especially in PvP....so doing this basically opens up any character on any account to equip high gear. When VR goes away, items need to continue to follow the character level as it does today. Keep it simple

True, but the stats on the gear wouldn't be so high on a new character as it is now on a max level character. Maybe CP shouldn't be taken into consideration, as they are available on alts as well. But Attributes would be a possibility, as an alt doesn't have max attributes at start and therefore the gear would scale with lower stats.
Edit: For example Hunding's Rage set would scale of stamina points in new system. At start 1 point into stamina equals 6 extra weapon damage, at level 50 that would be 300 extra weapon damage (if you have all 50 points put into stamina).

To be honest....I think you are trying to establish separation or a sense of elitism in the upcoming removal of VR levels.

Thats how basic it should be and stay the same.
Removing VR levels doesn't change any of that and offers benefits to having higher items but detaches what VR limits today.
CP's seek to offer another way to have a sense of separation and so while I do not agree with the CP cap in place I do see how both removal of VR and a CP cap would cause concerns.
In the end...there shouldn't be a CP cap for everything but this cap should apply to leader-boards and PvP only.

Just because the ranks are removed, doesn't mean the gear created with rarer mats will be less powerful. It just means that anyone will be able to wear it. What I think they may do though is assign some new effects to certain mats, a bit like traits but with a broader reach. That, and it starts to really complicate things, because you're not getting rid of Veteran Ranks at all, but are not making them "Champion Ranks". Assigning item/gear values to Champion Ranks just makes the mechanic far more complex and really changes little to nothing except for the title of the level.After 50 gear will be tied to champion points some how.
The problem with this idea is that, since champion points are account wide, a fresh level 50 character for someone with a high amount of champion points will automatically get access to the same tier items that a character they've spent over a year on, and wit the catch up mechanic if they tie it to the champion points earned by a specific character it will screw over people with high amounts since they won't be able to gear up their newer characters nearly as fast as older ones.

And i hope they will never do, the system is good as it is. To do such a massive change to the game, can destory it completly. The most major changes like this other MMOs did in the past, were not for the good. Zeni think about, why you should change it. The reasons people complain about it a year ago, have changed.
