the LFG Tool should disregard level differences as well as faction since the dungeon is going to be leveled to VR16 anyway

This is why the wait is still very long. it's still looking for people at your character's level to pair you up with. If i'm level 43 and queue up for Spindleclutch it still look for other players near my level to pair me up with instead of pairing me up with lower level characters.0
