Tbh if I would be in this case that I'd like to clear a dungeon with my mates from the other faction, and I got other players, I would say a sorry and leave. I dunno how else could I solve this "problem".
Only ZOS could help: make grouping fully cross-factionable, not just through the tool, and let the tool for those, who really can't find companios from their friends/guild roster.

Imo the grouping tool should prioritize your friends on your friend list over others, so if you are queueing up with someone on your friend list at the same time, you would end up in same group.

The pledge objectives are to kill the bosses.There may also be issues with people having different purposes for doing the same dungeon. It's my secondhand understanding that the objectives for pledges are different than the objectives for, say, the initial quest in a certain dungeon, and the tool doesn't have any way to specify what you actually want to do in there. People may want to leave a group if they find out that the rest of the group wants to do different bosses than the ones they need.

Yeah, for the non-vet dungeons it won't be an issue for you - at least not unless people are trying for the bronze key instead of the silver key for some reason, but that would just be silly. For the vet dungeons it might or might not be an issue for you, depending on the people you group with.Thanks for the explanation. I still haven't gone in yet myself, so I'm just extrapolating from things I've read.
That's encouraging for me, though, since at my current (overleveled) level I'm probably going to use the group tool for the dungeons I haven't done yet, so I'm glad I won't be at odds with the people doing the non-vet pledges as far as what to kill.
