Unable to get Fighters Guild rank 10

Hi,
This question is to the development team. One of my characters is unable to get Fighters Guild rank 10 no matter how many quests I do or how many undead and daedra I kill. Due to that, I can't unlock Dawnbreaker and the passive from this skill line and it is a huge problem for me on pvp and pve. Can you guys fix it? I've already talked to the support and they told me to ask here.

Zenimax answered me this is a bug with no solution in near future......
I have same issue so we wait maybe next year......
