Are wagers illegal?

I had a quick look through the Code of Conduct and couldn't see anything jumping out at me but does anyone know if its against the rules to create a wagering system for unsanctioned dueling. A hypothetical situation would be arranging a duel in Cyrodil, Player A is axes and Player B is daggers. People that want player A to win buy axes off a neutral person, people that want B to win buy daggers. If daggers wins then the price the neutral person would be willing to buy those daggers back off you for goes up in more or less a ratio that matches then entire amount of daggers and axes brought. Would there be any violations in doing something like this??

    As long the fight is legal, there are no problems with betting. That's how it works in the real world at least.
