Health, stamina and magicka bars

How to enable above mentioned bars to be permanently visible on screen? Ability bar is on always but I dont see health, stamina and magicka.

Probably have to use an addin.

Strange thing is that on one dk I have it all the time and on others no matter what I do I cant enable to see them at all.
