Set bonus not applying, tooltip bugged, whats going on ZOS

Today i decided to change my dual wield bar, for a bow bar, didn't change my second bar wich is 2 hander, without changing any skills on my 2 hand bar i lost about 200 WD. Since i got plenty of SP i put back my dual wield stuff in first bar (using wikkyd's outfitter) and WD is now back at normal on my 2H bar. Decided to test it a little, maybe it was a tooltip glitch, but my 2 hand attack deals more damage when my first bar is dual wield. I'm confused, how can weapons i got on another bar affect my second bar, it's like the extra set bonus i got for running 2 weapon instead of one applies and remain active on my 2hand.
I've had a similar problem but with different results on my DK, running staff and sword and board, when i switch from staff to S&B, my 4th set bonus (given by my shield) wich is a spell damage one is not applying...
Many people have experienced similar problem, namely with Julianos and torug pact set bonus not applying or tooltips being glitched, personnaly i think it's not about the sets but may have something to do with battle leveling affecting V16 in some ways.
Is ZOS aware of those problems, can we have an official statement about what is going on, can we expect a fix soon, tell me i'm not going crazy, theres something weird going on

This is noted outside of battle leveled zones as well. Some sets will seem more exaggerated. Julianos/Torugs/Twin Sisters to name some.
It could be the UI. I keep forgetting to test the damages against the tool-tips.Currently drawing much wife aggro to finish cabin.
