How do I reach Peras, cant see any ladders or climable vines.

What do you mean reach him..? Isn't he just standing outside when you rescued all his friends..?

No hes inside on a ledge now.

Usually when a quest NPC is on a ledge like that, or some other unreachable place, you have to go all the way around, clearing the dungeon, and reach them from behind.
