As a full time Templar, I've seen the class struggle with one aspect: mobility.
It's our greatest weakness, and all the healing in the game cannot replace it's importance.

With that said, this build focuses on two aspects:

1) "in your face" pvp embracing templars natural tank/penetration dps aspects
2) Support back bar focusing on mobility from the Bow line's passive and templar's healing. (Credit goes to @blabafat showing his version via his pvp videos!)

Because of this, I feel the build resembles more like a Monk class than anything else. Heal when you need you, rush in fast and rush back out.

General idea of build tactic(s):
Idea is to get in their face but nimble/mindful enough to escape.
Buff up always prior to fights (Elude plus Channeled Focus, and Defensive Stance when needed)
Rush in (toppling charge to save stamina for dodges)
Spam spears, light attack weave with jabs. Drop nova on you or empowering sweeps if in trouble. Can use meteor to replace Nova for range ulti.

Rinse & repeat with new target (pending stamina)
Leave enough stam to switch to bow bar: dodge roll into running. Gives you enough speed to outrun all players except sorcs.
Your defense is less on bow bar (might craft a bow with resist traits instead of precise) but the idea is not to be able to run through AOE dmg like a giant armored tank. The idea is to plan your escape and refocus your charges (like a spear point.)

Bow also serves as a range stam recover; great rotation start and range stam regen for dodge rolls (if in emergency.)
Otherwise it's pretty bad for dmg. You can add a ranged spell to use "increase dmg at furthest range" passive. But overall my playstyle rejected that part.

Mundus Stone:
The Steed for increased movement speed and health recovery.

Champion Point placement:
I am currently at 268 champion points.
This build will need close to cap to get some of the sweet passives.

Thief:

currently only have around 80 points here but equal mag+stam CP point dump into regen tree (need 120 points for windrunner passive http://elderscrollsonline.wiki.fextralife.com/Wind+Running )
Warlord: Minimum 10

Warrior:
Quick Recovery: min of 10
Block Expertise: 1
Resistant: 15
Spell Shield: 15
Hardy: 20
Elemental Defender: 20
Thick Skinned: 15

Mage:
Blessed: 1
Elfborn: 22 (one of the jump stages. Could reduce but crit dmg = vital since players don't stack crit reducing anymore.)
Thaumaturge: At least 50-100.
Spell Erosion: 1-10
Percise Strikes: 1 (we have physical dmg light attack weaves! looking into more but doubt it will work)

Gear:

Option 1 (burst speed):
5 med 1 heavy 1 light - Seducers/Magnus.
Chest, legs, helm = infused
Gloves = divines
Belt, boots = well fitted

Option 2 (higher DPS):

5 light 1 heavy 1 med - Seducers/Magnus
Chest, legs, helm = infused
rest = divines (to make up for the run cost med armor provided.)

Required:
Molag Kena Shoulders for spell power (have medium armor version with +stam enchant.)
Torug's for helm and weapons/shield.
Shield: magicka enchant, infused/divines trait.

Alt:
Can do 3 med, 2 light, 2 heavy with undaunted passives. But Requires seducers for magic regen (or magnus.) Thinking about twice born set but cant craft it yet so it needs further testing.

Willpower jewels:
2 with +max Stam, one with +max Mag. Two with spell power enchants, one with mag recovery.

Weapon should reflect pvp situations. Mace for armor pen, swords for overall spell dmg.
Crit chance should be between 40% to 50%. Can be lower, but templar healing thrives on +crit.
Bow should only be percise or resis trait since we have no dmg with it.


Conclusion:
Build works as obtaining speed for the Templar. you can sub the bow with dual weapons but i wanted that bar to work with ranged attacks in case I need to be at a distance (to see if this will work in pve.)

Strength: High mobility utilizing dodge roll and sprint, unique play style.
Weakness: CC, Stamina Drain if not careful, Magicka Sorcs (cant outrun streak without sacrificing dmg.), and DPS is a bit low versus min-maxers.

    How do you intend to kill anyone with this ? No CC other than charge, no burst at all. Contrary to what you read on this board, Sweeps is terrible dps and you will not kill anyone but really bads with it.

    mobility was strength not dps.

    Seems to me that if the goal of this build is to be mobile, that you would be better off just making a stamina build that focuses on the bow instead of a magicka build. This build that you made has less damage and less mobility than most pvp builds for other classes.

    If you are looking to get the most out of Templar in the way of mobility, while also dealing good damage and giving support, I would recommend using a stamina bow/2 hand build, with Rally and vigor for main survival, plus the really nice group support skills like aura, cleanse, rune, or even breath.

    5/2 medium/heavy would give you your sprint, and slotting immovable would give you CC defense and more resistance.

    I would also recommend werewolf for this build, as you would gain even more mobility, and if you know how to use it, deal some great damage.

    Yea that would be the build I'd aim for if I wanted stamina.
    I'm looking to give that mobility to magicka without vampire or werewolf.
    It definitely won't be the top teir. I might just focus on the healing and tanking, use dual weld instead of bow.

    You could still use a bow with magicka build. You basically exchange the 5% spell power increase from dual wield for the extra speed on dodge roll from bow. But I wouldnt build any different than that. You still want it to be a strong magicka build, just with a bow. I wouldn't change to medium armor, or allocate more points into stamina, that will just gimp you overall. I would still recommend slotting Immovable with a magicka build, so you can deny any CC on you while you dodge roll sprint away.

    I would also look into running speed potions for your build. I know there are stamina recovery + movement speed + 20% weapon damage potions, I have no idea if there is a movement speed + magicka version. Worth looking into!

    Now that's a recommendation! Will look into it!
    I'll probably go the stam route if this fails overall.

    update

    Build changed to utilize magicka gear and enchants. Magnus set preference for the additional spell dmg. Looked at Resto, S+B and 2h on main bar.

    Speeds pots exist only for spell critital.
    Instead you can craft 40 second speed pots with immovable for 15 seconds. Can also get health rov stats on that pot instead of immovable. Works great for the secondary bar. Requires leveled alchemy for the duration passives. Need to look at max speed cap versus use of pot with mundus stone.

    Will be updating the build basics tonight.
    Overall it's a nice little challenge.
