Which one is the better option for PvP?

Depends on how you play. The Snare effects are the main difference, think about them and how they affect the mobs and how you fight the mobs to determine which one is right for you.

I have used both, and I really don't have a preference between them.

In pvp i prefer the one with the extra snare, because i mainly use it as my ground defense when playin tanky, or use it at choke points as a magicka version of caltrops( sort of )
Also it can be nice to catch up on midrange to retreating people or hinder them when you need to run for.
But thats just how i use it, when i use it.. since theres no more evasion from it i often take something else
