In the first instance, he is foreshadowing future content. Sotha Sil's Clockwork City is known to be in production, as is the Spiral Skein (Mephala's realm). Yes, everyone gets to talk to him. If you sacrifice him, he basically says yes I'm dead, but I'm here anyway. It would be interesting to know if he turns up if you haven't completed the Coldharbour Main Quest yet.

ZOS has my money for the forseeable future with this story. If Orsinium is anything to go by, it will definitely be something to look forward to.
