The game runs pretty good on my GTX 560ti however I am considering upgrading to a GTX 960 so that I can play Witcher 3. Is it safe to assume I will get a noticeable improvement in TESO performance with the 960 or will performance pretty much stay the same since I'm not upgrading my CPU?

Better performance as in: No frame stutter, faster loading screens and no lag in PvP?

Then the answer is NO, the 960 won't help you with that at all ...

Since you are upgrading to play witcher which is a single player game that doesn't have the variable of having to deal with multi-player games that rely on servers etc as well. Yes it will be a big difference. Especially when you can run games at higher settings while getting same or better fps then you are getting currently on your set up. Eso will also look and run better. But like the post above. Even if you have the best set up possible. If the game devs don't have a stable game as well as server, your gonna encounter lag etc. Also, since you are jumping up to a gtx 900 series from the 600. Make sure your motherboard and psu can support that card as well as fit in your tower. Since idk what else is in your pc set up you might wanna make sure your cpu meets the requirements for witcher3. I think minimum cpu requirement for witcher was at least i5 and up. I could be wrong there.

The GTX 960 will help you with fps, because compared to your GTX 560Ti, it is generally faster. It also has more VRAM for higher graphics settings and lower heat generation, which gives you some room for overclocking. Depending on your CPU, The Witcher 3 should run fine on medium/high settings if you disable Nvidia Hairworks.
Regarding ESO, I think it won't help that much, because the game isn't well optimized. There are many threads about FPS issues, even with powerful systems.

The GTX 960 is definitely not a bad card, but you should consider the GTX 970, since it performs really well for a 300€ graphics card. If you still want to buy the GTX 960, then don't forget to take a 4GB VRAM version with a semi-passive fan mode. There are some really quiet graphics card out there (e.g. MSI Gaming or Palit Jetstream).
