How is who gets loot decided?

Some folks in my guild were having a conversation about how the game decides who gets loot from an open world target and we need some clarification. I've read that if you do at least 3% of the targets health in damage you will get loot, or if you are a healer and heal a target that does that amount of damage you will get loot.

Can anyone clear up the rules of who gets loot when a group attacks an open world target? Lets use an Imperial City "boss" mob for an example and a group of 12 attacking it.

    To add to that question, if somebody puts mangle on an enemy (major or minor) which reduces max health, does that satisfy the 3%requirement? This comes into play when grinding while using pulsar (impulse morph).

    I think it goes like this, if you participate in the battle (damage heal ect) you will get loot but if there are more than 12 people only the 12 with the top DPS will get loot. I could be wrong though but there definitely is a DPS check if the number of participants is large

    So there are different rules that apply if 12 or less attack an enemy vs more than 12? Does anyone have a breakdown of how that works? We've had groups over 12 with people that did nothing but heal and were able to loot. They were definitely not in the top 12 DPS slots.

    Well, only 12 players can get credit. So if it's more than 12, the guys with the lowest participation are left out. If less than 12, it's just rng if you get loot or not. You still get quest completed or the achievement.

    Both healing and taking dmg counts and will give you loot under normal circumstances. But when there's more than 12 players killing a boss it tends to melt in a few seconds. That's why the 12 guys that did the most dmg always get credit.

    Heals seems to not even register much, when a boss dies to fast or gets "zerged". Even if people actually needed healing. Tanking is even more problematic, since the dps also takes dmg during boss fight.

    You can have up to 12 contributors, (including those outside the group).... as long as you do up to 10% of the damage/heals,

    If you have 30 people beating on something, only 12 are gonna get something.

    If you are in the top 12 INDIVIDUALS then you get TV stones and loot.

    Yep, sucks for my tank in imperial city, get a boss to half health with my group then a dozen others jump in and no loot for me.
