Launcher freezes while applying Orsinium

Hi, guys!
Can't play teso after Orsinium because of infinite applying patch/repairing at 0% progress.
Tried:
- repair and reinstall,
- run as administrator | set administrator compatibility mode in settings (and my comp account has admin rights after all),
- disable antivirus.
Running teso greets me with error 11, of course. Tech support sent me to computer manufacturer (as was expected), so.. did anyone encounter the same problem and solve it somehow?
