Everyone has to choose, or rather balance between sustain and survivability. Much of that can be offset by CP's, also.
There should be benefit and downside to all armor types. This is the uphill battle you are facing, and it's not unreasonable.

These limitations on drop-sets as well as the inability to craft our own jewelry, make such traditional builds or ideas of a Battle Mage (Sorcerer in Heavy Armor) extremely difficult if not feasibly impossible.
From a roleplay/traditional perspective...a Templar doesn't go around wearing cloth armor. He is a 'Knight of..." take your pick, "Salvation...Healing...God...etc..." and Knights wear heavy armor and typically use a shield/sword. One of my favorite sets, Soulshine, which is ideal for a Templar, only goes to VR10 and if you want the full set bonuses you have to settle for using a couple light armor pieces - which in the end isn't too bad if you can get it in Hands/Waist - but again you are hosed after VR10.
