Well, to be fair, you have to remember that the only reason we have Cadwell's Almanac at all was because the players demanded it--and for good reason too. Well im not sure, as i have only done the quest as Khajiit characters, but in the new Khajiit Tale quest i seem to talk to the khajiit as a khajiit and he says im the first hes seen. Or maybe i heard it wrong...

With no time to make new content to satisfy that need at so critical a time, they managed create a story loophole in order to satiate the post lvl 50 PvE crowd.
