Force Siphon and Power Surge

Do the Lightning Form and Summoned Pets attacks proc the Force Siphon and Power Surge heals?

Not sure about pet attacks or force siphon, but Surge heals don't proc from dots, which includes lightening form, velocious curse and daedric minefield. I imagine it's the same with force siphon.

From what I know force siphon doesn't proc on dots. However, it will proc on each damage value you inflict. For instance every strike in biting jabs or flurry will proc it. This is what I have come up with from asking around
