Thematically, it would have to be underground training for wannabe murderers. Possibly with a leaderboard and Dark brotherhood rankings all the way up to the speaker and the listener. Obviously the quest line could be PVE, it would be nice for PVP players to have their small scale pvp arena as part of this.
Cyrodiil pvp can be fun, but usually it's not that satisfying as mostly it's a large group zerg. In small scale pvp, your build, gear and tactics matter so much more, it's up close and personal and for that reason would appeal to the Night Mother. I just think it would be a good fit.
if they ever do a pvp arena then they need to add duel spec first or the tank population would decrease even more due to not being able to pvp in its current state.. Im all for arena however as a main tank for a raiding guild its a bit disheartening doing the way the game is moving - maelstrom for instance punishes those who tank regally and pvp is difficult 1v1

Sure it would drain people out of Cyrodiil and IC, but I'm 100% convinced that it would HUGELY boost the number of players ESO has.
And if you want people to spread into those areas, simply add various Arenas in different areas, with separate achievements for each one to stimulate players to switch between them.
Also, please Zeni, do something serious about those loading screens... I'm beginning to hate doing anything that would lead me through a loading screen.

A possible solution would be to put the Dark Brotherhood in Cyrodiil - or at least the pvp side of the Dark Brotherhood. There could be 3 underground Brotherhood caves, one near each of the 3 alliances. All of the death in Cyrodiil would attract the Night Mother :-) The pve quest line brotherhood caves could be back in the pve areas

An assassin would still have to know how to fight. Not every assassination goes to plan, they would need to know how to handle 1 or more attackers if they are seen. They might prefer to use poisons or stab someone in their sleep, but they would still need to know how to handle open combat if something went wrong.
In terms of lore, this is 1000 years before the Dark Brotherhood in Skyrim - who's to say assassination and murder didn't develop from these early fight club arenas?

It has been incorporated into almost every signle Arena idea I've seen since launch that we should be able to bet gold on the outcome of a match - while I think it would be delightfully awesome, I will pose this question: How would ZoS go about implementing a betting system that will not be abused?
I think, for the good of our idea, and our love for an arena, we should put a pin in the betting thing.
Otherwise, yes, let's get an arena already.

It's not like Eve though that has open pvp throughout the world. This would require ZOS to actually program an arena that allows small scale pvp, not sure how the players can do this themselves.
