I received an email from support on this telling me to do a game repair.

I seem to remember there being an issue with game repair in the early days...hoping its all good now.

Game repair works fine, but I personally do not think it will fix the quest problem. I'm very happy to be proven wrong though!

You are correct, it didn't fix the issue, neither did disabling all add-ons (another support suggestion).

I can confirm its been fixed as was stated in the patch notes.
