Why does the group finder have no "Public Dungeon" option?

Long story short, I'm playing on Xbox One, EU, Ebonheart Pact. I'm currently stuck on a VR4 public dungeon (the one in the Alik'r Desert). I can't do it solo and there's nobody around to help me.
I want to do the public dungeons, but finding a group of people to do them with has always been a huge hassle for me.
The things that don't work
I have literally zero friends that play this game. Nada, zilch, none whatsoever. I play the game solo except when I'm more or less forced into grouping up.
I'd join a guild, but that means I'd essentially have to commit to something. I don't make commitments to total strangers, so unless I already know some people in the guild I'm joining, this is not an option for me.
Various third party LFG tools online don't work very well as not a lot of people use them, meaning you're limited in the people you can find.
Getting help via the forums is difficult, as any post you make will quickly get buried by cries for help from other people.
The group tool is my only option
There are 2 tabs dedicated to Group Dungeons (one for normal difficulty, one for Veteran), one dedicated to trials, one dedicated to PVP, and one for "World" (which is basically EVERYTHING ELSE). Public dungeons, which, despite not being explicitly labelled as such, are obviously group-oriented content, only fit under one category.
That category just happens to be the vaguest one out of all of them (as opposed to the others which are MUCH more specific) and thus anyone you find when searching in it might not even care about Public dungeons.
Even if I do try and select "World", the only zones it has for me to choose from are Craglorn and Rivenspire (neither of which are what I need help with) meaning I'm not even allowed to look for people in this zone.
This is a huge freaking problem, as it means that players like me are essentially stuck by ourselves because of a tool that doesn't work.
What Zenimax should do about it
Firstly, add a "Public Dungeon" tab to the group finder tool.
Secondly, make it so that when someone goes onto the "World" tab, they can choose from any zone they want. It shouldn't be restricted to just the zones that happen to be your level.
