I'm VR 2 now and only have done blacksmith writs, however I want to do wood working and clothing writs but I do not get them in Orsinium. Where do I get them? I'm AD if that makes a difference.
You should be able to pick up the writs from any of the equipment "bulletin boards" in your faction, Coldharbor, Craglorn and Wrothgar. The level of the actual writ depends on the points invested into the skill though.
In Orsinium I think the board is near one of the forge buildings... I'm still finding my way around that town, but they have quest markers hovering above the boards so it should not be hard to find.

To be certified to do the writs, head to the mages guild in your home alliance first city. Vhukiel Guard (sp?) in your case. If your character is high level in the craft in which you are being certified, there is an option to bypass the quest and just be certified. Pretty hard to miss the quest markers in and around the mages guild.
