As an owner of full V16 Lich I can give you some guidance I feel. Let's begin at the beginning, you can get the set from Cyrodiil dolmens and I believe the new Wrothgar ones? The chance of getting a dolmen boss is slim, I would estimate 10% per dolmen having gone up to 3 hours (21 dolmens an hour) without seeing a world boss at times. Moreover, the set is incredibly rare, you have a 1/8 chance of getting the boss you need and a 1/16 as the farming goes on and you have received all boss drops from a single boss (usually the Lich). The two bosses in question are the Seductive Sisters AND The Lich of Mournhold. Each boss has a roughly 25% chance of dropping the set item from the dolmen completion chest, so after farming for hours, when one spawns you need to rally all your friends to come help just be there, receive the loot and willing to trade it to you. In order to do this I made the agreement with my friends if there were duplicates of pieces I had they could keep them and sell them (they earn 500k-1million gold for giving me 5mins of their time). I completed the kill all dolmen bosses achievement on 5 different characters and still only got around 5 set pieces (but duplicates, 3 heads, 2 chests) and then bought the rest.
The traits are all set, Head Divines, Shoulders Infused, Gloves Infused, Chest Infused, Staff Charged (I believe from memory?).
It's by no means a god set for healers, far from it, spell power cure is far superior, however for maelstrom and PvP I have found this set incredibly OP, I'm not going to disclose my setup here, but as for how the pieces fall on the armor slots you can do some pretty broken set combinationsIn short, it is both a collectors item and a good set, but when considered as a good set it has niche uses and users due to it's rarity and design.
EDIT: Oh and as a side note, I ran over 1300 dolmens, gained 50 CP, it was a fun two weeks. My friends didn't think I was going to come out alive... Also the set is all unique style including the most notable parts, the chest and the staff which are awesome (the staff is huge!)
It is an awesome set, and the rarity is very, very extreme. I have run probably 2-3 hundred veteran dolmens and only gotten one helm. The price is that high for a good reason.
The best thing about the set is you can get it at VR16 from Cyrodiil, so that's worth looking for.

Does it really drop at v16?
The main problem with this set is the charged trait on the staff, this trait is completely useless and your damage will suffer greatly compared to staff with nirnhoned or sharpened trait.
The 5pc bonus is possibly the best 5pc bonus in the game for magicka pvp builds, for pve you dont need so much regen in my experience.

That would reduce the problem indeed, I still prefer precise on my resto bar to get to crit Healing Wards^^
you can get the set from Cyrodiil dolmens and I believe the new Wrothgar ones?
