v14 mats for new writs question

Given that the new gear writs require v14 level mats (e.g., Nightwood or Voidstone), I am curious. How are people getting the lower level mats since I am assuming you want your crafters at max level for the higher level material deliveries?

V9-14 raw materials are plentiful... you have many zones to get them from (Craglorn, Cyrodiil, your alliance's last zone and Wrothgar). Besides this, even at V16 with all the crafting passives, stolen items are still V14 so you can steal a lot of equipment and just deconstruct it for its components.

The new ones require V15/16 mats if you are a max crafter.
