For real though, can he confirm that there is a team of people that work on PVP combat/skills and a separate team for PVE combat/skills? These recent "fixes" seem very poorly done like they just rushed it (-50% damage and shield lmao) instead of only changing specific mechanics. Would be cool to hear from the guys calling the shots for once.

Where on earth have you got the notion from that there are teams?
And ZOS has stated numerous times that skills are not under the pvp guy.
To ZOS skills are skills and pvp is how many health points a wall has.0
