Tweaks for a low-mid range PC

Hi guys

I've been waiting to play this game for a long long time. I FINALLY GOT IT AND I AM HYPED.
Problem is, my game stutters a lot and I want to tweak it just fine. I don't need 60 fps, 40 fps stable would suffice.

My PC:

CPU: AMD Athlon 64 X2 6000+ (Dual core, 3.0 GHZ)
GPU: GTX 560 Ti Overclocked
RAM: 4 GB
My screen resolution is very low, well my monitor is small (1024x768)

All I want is to at least have MEDIUM texture quality, everything else is not so important.

So, if anyone could tell me which setting is a performance hog, what do I need/ do not need .
Any help is great.

    You will want to reduce as much pressure from the cpu as possible. You may do this by turning off shadows as well turning all of your particle systems and draw distance down as far as you are comfortable with. Also other special effects such as grass, bloom etc should be turned off.

    I have a laptop that I use occasionally. I was having horrible camera control as well as hitching.

    Here is the info from that link:
    There are also a few settings in the Usersettings.txt file that you can change to improve your performance. Please close ESO first, then make these changes. This file is located at Documents\Elder Scrolls Online\Live.

    As with any document change, we advise creating a back up of the original file in an alternate location. This will allow you to restore your usersettings to their old values in case the new ones are less optimal.

    Simply open the file with Notepad and make the following changes:

    Change:
    SET GPUSmoothingFrames "10"
    To:
    SET GPUSmoothingFrames "3"

    Change:
    SET PreferExclusiveFullscreen "0"
    To:
    SET PreferExclusiveFullscreen "1"

    Find this section and Change:

    SET RequestedNumJobThreads "-1"
    SET RequestedNumWorkerThreads "-1"
    To:
    SET RequestedNumJobThreads "0"
    SET RequestedNumWorkerThreads "0"



    This is what I did after I changed my user settings:
    I then went in the set the graphics to Low
    Turned supersampling to Medium ** Supersampling on high drops me right down to 10 fps***
    Turned Textures to High
    Turned shadows to Low
    Turned on Ambient occlusion
    Turned view distance to 30
    Turned off grass
    Have AA tuned on
    Have Vsync turned on
    Play in Fullscreem mode

    Under camera settings
    Third Person
    Rotation speed 10
    Field of View 130




    I get around 30 fps wich is good to run the game and the game looks decent.

    Well, I tried those settings out but no good. If I set from "-1" to "0" (requested things) then I don't have stutters so much but everything is loading very long. I mean, NPCs take too long to spawn while other players are black and standing. Lowering shadows and other things didn't help at all. I think this isn't about graphic, it's my CPU that can't handle this game at all.
