better to go with Breton for reduced cost and max magicka or Altmer for recovery and max magicka? Looking to level up a dedicated healer, but need to get this guy leveled up first. thanks

Either works. When you get enough champion points, both cost reduction and regen will be at good levels, so you can go either way.
    Bosmer Stamina NB
    Altmer Magicka TEMP
Dunmer DK both stam/mag (depends what I feel like)
    Altmer Magicka NB
    Breton Magicka Sorc
    Redguard Stam Sorc
    Max CP

I think its a matter of taste the damage passive from altmer is not helping with 90% of your dps. Both regen and cost reduction are cool. And Breton has 3k more spellresistance. So Altmer is a little bit more dps therefor Breton is for more rounded builds or if you like to be Vampire it will help you with the fire damage

As above I chose breton over high eld, well tell a lie, I've got 3 templars, 2 magicka one stamina, one imperial magicka and the newest I went with breton for more min/max

But personally I favour 4k spell resist over 9% recovery, and 3% cost reduction over 4% more damsge (which doesn't work on most templar skills anyway)

The spell resist is quite important later on, as being a magicka race you'll probably have less health, and be wearing light armor, and the 4k is something like 8% reduced damage, which will be a life saver when a sorc is beating on you, AND all (except 1) ultimates are magic damage, so that's 8% less damage from ultimates too.

For a dedicated PVE healer, any race is fine. I'd recommend going with Dunmer so you can switch to dps when you need to.

There shouldn't be any such thing as a healer only. All heals should be running resto destro and be putting out some interrupts (crushing shock) or dps/dots when they can to get the mobs down faster. Really easy especially with a templar. If the team is in trouble while you're on destro bar, have BoL on it and then just BoL them, then switch to resto and reapply the HoT's.

    Queen Ella - Mag DK - Tank/Healer/DPS
Dunmer DK Cant Even - Stam DK - DPS/Tank
Im bad at healing - Mag Templar - DPS/Healer
Tangy Citrus - NB - Mistake
