Is damage in Cyrodil nerfed?

Trying to crunch numbers for damage after the patch with the the new battle level mechanics for non-vet PVP and was told that the numbers from your stats won't be accurate because damage in Cyrodil is nerfed. Is that true? Or is it explainable for some balance issue or something? I'm fairly new and just trying to understand how the numbers work for damage.

Is damage in Cyrodil somehow lower or nerfed? For example if your spell is suppose to hit for 3000 damage it will actually only hit for 1500 in Cyrodil. I was told that ESO has nerfed the damage behind the scenes so to speak.

Can someone clarify this for me and help me understand how it works?

    Damage and healing is reduced by 50% in Cyrodiil. Check the 2.1 patch notes for more details.

    Thank you! I had read that but I guess I was hoping that with the new battle leveled change from the current patch that it would no longer be the case. Thanks for the response.
