Increased Monster Helm Drop Rate?

I was under the impression that ZoS was going to increase the drop rate for Monster Helms in Vet Dungeons (which is badly needed).. I just read through the whole patch notes and didn't see this, only increase set drops for Imp Prison and WG Tower.
