Low pop bonus & IC

Easy question, how come the low pop bonus doesn't take into account the population actually IN cyrodiil ? but instead also count ppl in IC (sewers and surface) where there is no PVP related objectives.
I'm curently playing SpellBreaker EU and EP pop is always maxed out thought there are almost no reds in cyrodiil. The resulting effect is that one of the remaining factions gets the low pop bonus (which is really huge btw) when they are far more numerous than the EP pop of cyrodiil.
If low pop bonus takes into account IC pop then there should be campaign objectives there as well, giving points towards victory on that campaign. Otherwise, ppl in IC should not be counted AT ALL towards granting the low pop bonus.
