Siege Weapon nerf was also a big cause. I remember a few players complaining about the decrease in siege weapon damage, like fire ballistas not being as effective anymore, especially because of the AOE cap that a group of 6+ gets 75% less damage taken, therefore AOE is pointless in Cyrodiil now.
You either zerg, defend keeps/outposts with 10+ oil pots, or stay the hell away and look for small PvP, which is hard enough to find as it is.

PC EU Megaserver Cyrodiil Azura camp. and others is full of life night and day. Many ppl got bored of Imp city and gone back to Cyr.
